A look back at last month's Provincial Nominee Program update and the results across the country

Canada's Provincial Nominee Program (PNP) sent out more than 1,400 invitations to apply for a provincial nomination in May.

The PNP is an immigration program administered by the federal, provincial, and territorial governments. It provides Canadian provinces and territories with the opportunity to create their own immigrant streams to better meet their labor market needs and economic development goals.

Canada introduced the PNP in 1998 to distribute the benefits of immigration more equitably among provinces and encourage immigration to smaller provinces and less populated areas of the country. Today, PNPs make up a significant portion of economic immigration in most Canadian provinces and territories. In fact, many smaller Canadian provinces, such as Newfoundland and Labrador, Prince Edward Island, Nova Scotia, New Brunswick, Manitoba, and Saskatchewan, rely on the program to meet the needs of their populations and workforces. By 2024, the PNP alone is projected to result in the admission of more than 93,000 immigrants as permanent residents each year.

Express Entry-linked PNPs

Most participating provinces and territories have at least one PNP stream aligned with the federal Express Entry system, which is Canada's administration system for three immigration programs: Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP) and Federal Skilled Worker Program ( FSWP) Trade Plan (FSTP). The PNP stream associated with Express Entry, also known as "enhanced" PNP, allows the province to select candidates with profiles in the Express Entry pool and invite them to apply for a provincial nomination. Express Entry candidates nominated by the PNP will automatically receive 600 Comprehensive Ranking System (CRS) points, which will be added to their base score.

In May, 1,134 candidates received invitations to participate in two separate NPP-specific Express Entry draws. Currently, FSWP and CEC invitations are being put on hold to eliminate the expedited registration backlog that has increased due to administrative challenges caused by the pandemic. However, Canada's Immigration Minister Sean Fraser announced in April that express entry invitations to FSWP and CEC candidates would be reinstated in early July. The minister also said that most new Express Entry applications will be reprocessed within the six-month service standard set by IRCC.

Alberta

In May, Alberta published the results of the Alberta Advantage Immigrant Program (AAIP) mapping. The province invited 100 candidates on May 19 to apply for a provincial nomination in the Alberta Express Entry stream. Invited candidates must achieve a minimum CRS score of 382 to be invited.

British Columbia

The British Columbia Provincial Nominee Program (BC PNP) conducts a weekly drawing and invites the highest scoring candidates to apply for provincial nominations in the BC Express Entry, Skilled Immigration, Technology and Entrepreneur regional pilot streams. The province also holds special lotteries for candidates identified as priority occupations. In May, more than 636 BC immigration candidates received invitations from the province.

Manitoba

Manitoba regularly issues invitations through three channels: Manitoba Skilled Workers, Overseas Skilled Workers, and International Education Streams. The province held a general lottery last month. A total of 315 application letters were issued, of which 48 were sent to candidates with a valid Express Entry profile.

As a special immigration measure for Ukrainian citizens, Manitoba also occasionally hosts an Expression of Interest (EOI) lottery for individuals who meet the MPNP eligibility criteria and are affected by the current situation in Ukraine. On May 20, a raffle was held at the provincial level and 13 invitations were delivered.

New Brunswick

In an update on May 20, 2022, the New Brunswick Provincial Nominee Program (NBPNP) announced the temporary suspension of the New Brunswick Express Entry program. An NBPNP spokesperson explained in an email to CIC News that the decision was due "to a significant increase in demand for foreign workers and international students in Canada." If the program is allowed to "continue on its current path, the high demand for our current program will jeopardize the opportunity for certain sectors or types of clients to obtain immigration when needed, such as B. currently in New Brunswick and later this year internationally. trained nurse or international student upon graduation.”

This temporary suspension applies only to Express Entry and applications submitted on or after May 20, 2022. While no specific date was given, the spokesperson said streaming "may reopen later this year."

Employers looking to hire foreign nationals can still choose from other options, such as the B. New Brunswick Skilled Worker Stream, the Atlantic Immigration Program, and the Federal Temporary Foreign Worker Program.

Prince Edward Island

The Prince Edward Island Provincial Nominee Program (PEI PNP) draw is scheduled in advance and takes place monthly. The PEI PNP held a raffle on May 20, inviting 137 entrants from the Labor Impact and Express Entry categories and 16 entrants from the Business Impact category.

Quebec

Those wishing to settle in Quebec have a different evaluation system than those wishing to settle elsewhere in Canada. Quebec's immigration program is administered by the province and differs from Canada's immigration program.

On May 5, Immigration Canada (MIFI) invited 30 candidates to apply for permanent selection under the Quebec General Skilled Worker Program (QSWP). Applicants must have a profile in the Arrima system for a letter of intent and a valid job offer outside of the Montreal metropolitan area.

Saskatchewan

Saskatchewan has posted the details of the May 5 drawing through its Employer Expressions of Interest system. The number of invitations issued is 54.

Also on May 5, the Saskatchewan Immigrant Nominee Program (SINP) invited a total of 197 candidates to apply for a provincial nomination. In this round of invitations, a total of 106 invitations were sent to Express Entry candidates and 91 invitations to popular job seekers.

In response to the Ukraine crisis, Saskatchewan has also drawn separate lots for individuals whose current country of residence is Ukraine. The last draw was held on May 5 and an invitation was sent.
